Hello Neighbour!

You are invited to a neighbourhood information meeting on August 28th, 2023, from 4:00pm-6:00pm, for Duncan Housing Society and St. John the Baptist Anglican Church’s proposed vision for 486 Jubilee Street. We would like to meet our neighbours and provide an opportunity for you and other community members to ask questions about the project.

The location of the meeting is at St. John’s Church Hall, 486 Jubilee Street, Duncan.

June 16th, 2023

The Duncan Housing Society (DHS) and the Anglican Diocese of BC (ADBC) are pleased to announce that they are exploring the redevelopment of the St. John the Baptist Anglican Church site located at 486 Jubilee Street, Duncan.

The proposed development includes the construction of 125 one-bedroom units of affordable rental housing for seniors and persons living with disabilities, as well as a new church hall to replace the existing aging building. The St. John the Baptist Anglican Church will be retained in its current location on the site. 

The project team is currently conducting site studies to help ensure the feasibility of the proposed rental apartment building. The next step will be to submit a rezoning and development permit application to the City of Duncan.

The project team will welcome feedback and help answer any questions at future Public Information Meetings, which are anticipated to occur this summer.

What’s next?

The following schedule shows the anticipated dates for some of the major milestones for the new site. 

Fall 2023 - Rezoning and Development Permit submission to City of Duncan 

Spring 2024 - Anticipated Rezoning and Development Permit approval 

Summer/Fall 2024 - Building Permit anticipated to be received from the City of Duncan 

Summer/Fall 2026 - Construction of new building completed  

 

May 2nd, 2023

The Cowichan Valley Regional District awarded $300,000 from the district’s Housing Trust Fund to help pay for pre-construction costs at the proposed St. John Anglican Church site. These funds will be instrumental in completing the work required to submit a completed rezoning and development permit application to the City of Duncan.

 

June 13th, 2022

Cowichan Valley Regional District staff, as per CVRD board direction, are exploring feasibility of contributing the CVRD parcel to proposed new build. The Project Team anticipates a staff report being on a July 2022 CVRD agenda to further explore this land contribution to the project.

 

May 11th, 2022

Duncan Housing Society presented as a delegation to the Cowichan Valley Regional District (CVRD). At the conclusion of the presentation, DHS requested that CVRD board members direct staff to explore the dedication of a CVRD parcel on 1st Street in Duncan to support this new site for a replacement building, in collaboration with the St. John’s Anglican Church parking lot at the corner of 1st and Jubilee in Duncan.

 

March - May 2022

The Duncan Housing Society engaged with the St. John’s Anglican Church and parish community to explore opportunities on their site at 1st and Jubilee in Duncan. Given the proximity of the site to the current Duncan Manor, access to services, the portion of under-utilized land from the parking lot and empty parcel where a rectory once stood, the Parish and Housing Society agreed there is an excellent opportunity to further explore seniors/Elders housing through a partnership on this site.

 

Revised Conceptual Site Plans (2022)

Duncan Housing Society has been exploring the opportunity for new land that is appropriate, accessible and safe for the replacement of Duncan Manor. Lands throughout CVRD have been explored over the years, and after the exploration of the Centennial Park parking lot throughout 2020-2021, a new, equally well located site was needed.

Duncan Housing Society approached St. John’s Anglican Church and the Anglican Diocese of British Columbia regarding their site at First and Jubilee Streets in Duncan. Their significant parking lot, a parcel where a rectory once stood, and an empty adjacent CVRD lot all provide an opportunity to realize the same unit number and mix as the previous site.

Ongoing conversations with CVRD and the Parish community are underway to understand how this project may meet the needs of all parties, and the larger community.
